Job Title: Estimator / Planner – Facilities Support Services
Position Summary
The Estimator / Planner supports the planning, scheduling, estimating, and work control functions for Base Operations and Student Support Services at the Federal Law Enforcement Training Center (FLETC) in Charleston, SC. This role is responsible for developing detailed scopes of work, cost estimates, and execution plans to ensure all services are performed in accordance with contract performance requirements, operational schedules, and mission needs.
The Estimator / Planner directly supports the Contractor Project Manager and Quality Control functions by ensuring work is properly planned, resourced, tracked, and documented across all functional areas including facilities maintenance, transportation, warehouse operations, dormitory services, and training support services.
Key Responsibilities
Develop comprehensive cost estimates for labor, materials, equipment, and subcontracted services across all contract functional areas
Analyze work requirements and translate service requests into detailed, executable scopes of work
Plan and schedule work in alignment with training schedules, facility usage, and mission priorities
Coordinate planning activities across Student Support Services, transportation, warehouse operations, dorm services, and other base operations functions
Implement and support work control procedures to ensure timely execution and tracking of all work requirements
Track all work orders, service calls, and project activities to ensure compliance with contract timelines and performance standards
Ensure material, labor, and equipment availability to meet scheduled work requirements
Develop and maintain planning schedules that account for fluctuating workloads, training cycles, and operational demands
Support development and execution of the Contractor Management Plan, including planning methodologies, procedures, and controls
Provide planning input and documentation for bi-weekly performance evaluation meetings with Government representatives
Generate detailed reports including workload status, cost tracking, inventory impacts, and performance metrics
Support Quality Control by ensuring planned work aligns with contract specifications and inspection standards
Coordinate with warehouse and supply operations to ensure proper forecasting and availability of materials and equipment
Assist in inventory planning, tracking, and reporting to support operational readiness
Ensure all planning activities align with performance-based contract requirements and desired outcomes
Identify inefficiencies in operations and recommend process improvements to enhance productivity and service delivery
Support contingency and disaster preparedness planning to ensure continuity of operations during emergencies
Ensure compliance with all safety, environmental, and regulatory requirements (OSHA, EPA, Federal, State, and Local regulations)
Maintain coordination with the Contracting Officer, COR, and Government stakeholders regarding planning, scheduling, and execution issues
Support 24/7 operational requirements by adjusting plans and priorities as needed to meet mission demands
Other duties as assigned by manager
Minimum Qualifications
Minimum of 5 years of recent (within the past 10 years) experience in estimating, planning, scheduling, or work control in facilities maintenance, logistics, or base operations environments
Experience supporting Operations & Maintenance (O&M) or Base Operations Support (BOS) contracts preferred
Required Skills
Strong cost estimating and analytical capabilities
Ability to develop detailed scopes of work and resource-loaded schedules
Proficiency in work order management systems and reporting tools
Ability to input, track, and analyze operational data
Strong organizational and time management skills
Ability to manage multiple priorities in a dynamic, mission-driven environment
Attention to detail in planning, documentation, and reporting
Effective written and verbal communication skills
Ability to coordinate across multiple departments and operational functions
Work Environment / Additional Requirements
Must support a 24/7 operational environment with fluctuating workloads and schedules
May be required to support planning during off-hours, surge operations, or emergency situations
Must comply with all contract safety, environmental, and operational requirements
Must maintain professional standards of conduct required for federal facilities
Salary Range - $65,000 to $75,000
