Program Manager

Summary: The Navy Expeditionary Medical Support Command (NEMSCOM), Cheatham Annex (CAX), Williamsburg, Virginia, is responsible for the design, production, life-cycle management, deployment, and operational readiness of United States (U.S.) Navy DEPMEDS. The Program Manager’s position is to provide management and labor necessary to support the General Warehousing Services to maintain and repair containers, biomedical equipment, and civil engineering equipment (CEE); produce Deployable Medical Systems (DEPMEDS)

Duties and Responsibilities

  • Understand items comprising of DEPMEDS are categorized and packed into groups or assemblages designed to provide a specific functional capability (i.e. pharmacy, laboratory, surgery, radiology, intensive care wards, dental, power generation, power distribution, potable water, wastewater collection and storage, laundry, staff housing, galley, public works, etc.).
  • Functional area assemblages are called Authorized Medical Allowance Lists (AMALs) or Authorized Dental Allowance Lists (ADALs) and are the building block capability packages, used by NEMSCOM staff, to create DEPMEDS configurations in the Defense Medical Logistics Standard Support (DMLSS) database or, Hospital Information Management System (HIMS) database, and other Department of Defense (DoD) authorized programs. The Program Manager (PM) will oversee the requirements to build these configured DEPMEDS once created in the respective system.

  • The Program Manager will ensure all aspects of the Performance Work Statement (PWS) are being met this includes the following tasks:

o Services for Warehouse Management; Equipment Maintenance; DEPMEDS downloads; DEPMEDS builds; Painting, Preservation and Overhaul of Containers and Shelters

o All Warehouse Management Service

o Maintenance Services: Shall ensure all perform maintenance services for identified equipment.

o Perform downloads of existing DEPMEDS, DEPMEDS Modules, and DEPMEDS AMAL/ADAL assemblages for the purpose of reconstituting or extending the service life of the assets by integrating new technology or configuration changes to reach or maintain activation readiness status are being met.

o Ensure the perform the reconstitution or SLEP downloads of existing DEPMEDS platforms are being performed.

o Will establish and implement a process for producing Government-specified DEPMEDS and DEPMEDS assemblages and complete on specified date for local stowing or final containerization, implement and sustain a program to paint properly prepared containers and shelters to correct and prevent damage from corrosion.

o Ensure all deliverables will be submitted to each Point of Contact on time via email.

Qualifications/Training/Skills

  • Must have a minimum of a Bachelor's degree.
  • Specialized Training – Qualified in performing crating, blocking and bracing, and any packing functions that require wood are authorized to certify wood products as “pest free” per the European Union (EU) Decision 2001/219/EO for non-manufactured wood products.
  • Automated Material Handling System (AMHS)
  • Cold Chain Material Packaging and Transportation
  • Hazardous Material Certifier Training
  • Electronic Data Information (EDI) system(s)
  • Electronic Transportation Acquisition (ETA), Financial Air Clearance Transportation System (FACTS), and both hazardous and cold chain material shipment.
  • Secret Clearance required
  • Minimum fifteen (15) years of relevant General Warehousing experience, managerial experience with broad and thorough knowledge of U. S. Navy Deployable Medical Systems
  • Must be adept in Microsoft Office products.
