Emergency Management Content Developer

Summary: Responsible for providing content for all courses conducted under this contract. Work closely with the PM’s and Course Manager to ensure accurate content development, delivery, and evaluation services are performed.

Location: JBSA Ft. Sam Houston

Job Description:

  • Provide courses on the basic fundamentals of an Incident Command System. This instruction must be rigorous; relevant to federal, state, local, and private entities; and conducive to safety and environmental protection.
  • Provide courses on Intermediate ICS for Expanding Incidents; course will identify purpose, participant involvement and key outcomes through the meetings and work periods of the planning
    cycle; including developing and briefing on incident objectives, strategies, and tactics for the next operational.
  • Design, prepare training courses approved by the government.
  • Play a key role in design, planning, and execution of periodic HQ IMCOM protection workshops. The contractor shall seek new methods and tools to continuously improve training products and planning, shall fully document lessons learned and create after-action reports.
  • Provide various product formats, handbooks, checklists, and supporting information which support the developer in producing quality institutional training and education products.
  • Develop a Training Support Package, courseware, and training products for the listed Army EM courses. FEMA doctrine will be adapted to the unique needs of an Army Installation. Each class will not exceed 30 students. (Classroom Training Instructor to student ratio 1:20)
  • Ensure training development will adhere to Army policy as stated in AR 350–1 and AR 350–10. Training development must provide for both initial and recurring (sustainment) training to develop and maintain required EM capabilities.
  • National Incident Management System/Incident Command System (NIMS/ICS) courses
  • Ensure training development will adhere to Army policy as stated in AR 350–1 and AR 350–10. Training development must provide for both initial and recurring (sustainment) training to develop and maintain required EM capabilities.
  • Provide courses on the basic fundamentals of an Incident Command System.
  • Provide courses on Intermediate ICS for Expanding Incidents; course will identify purpose, participant involvement and key outcomes through the meetings and work periods of the planning cycle; including developing and briefing on incident objectives, strategies, and tactics for the next operational.
  • Provide courses on the advanced application of the Incident Command System (ICS) within a complex incident. Course will explain how major incidents engender special management challenges.
  • Describe the circumstances in which an Area Command is established.
  • Describe the circumstances in which Multi-Agency Coordination Systems are established.
  • Provide courses on All-Hazards Incident Management; course will provide roles and responsibilities for the Incident Commander and Liaison Officers in developing the common operating picture for an incident.
  • Provide crisis communications virtual joint information center as well as news media and complete social media monitoring platform package that includes all three services of distribution, archiving, and translation of news articles.

Qualifications:

  • Secret security clearance
  • BA/BA in related field (Preferred/Not Required)
  • 5 years of military in planning and developing doctrine and training, evaluating results, uses the findings in planning, developing, and installing new or modified programs.
  • Significant knowledge and understanding of the National Incident Management System/Incident Command System (NIMS/ICS) courses, and Incident Management System (IMS) course.
  • Experience in the development and application of new methods, approaches, and technology.
