Component Numbered Air Force Operations Cell (CNOC) Action Officer

Summary: To provide management and labor necessary to support Continental United States NORAD Region (CONR), First Air Force (1 AF) Air Forces Northern (AFNORTH), Air Forces Space (AFSPACE) Tyndall AFB, FL and its associated units at Eastern Air Defense Sector (EADS), Rome, NY; and Western Air Defense Sector (WADS) at Joint Base Lewis-McChord (JBLM) AFB, WA. Will be performed in accordance with all applicable laws, regulations, Component-Numbered Air Force (C-NAF), Headquarters Air Force (HAF) standards, instructions, and commercial practices.

Duties and Responsibilities

  • Shall assist the CNOC Director in providing current operations monitoring and execution of current CONR-1 AF (AFNORTH/AFSPACE) operations supporting the Air Force Forces (AFFOR) staff, Air Operations Center (AOC), Air Defense Sectors (ADS), and Continental United States (CONUS) fighter units supporting CONR-1 AF (AFNORTH/AFSPACE), Operation NOBLE EAGLE (ONE), and United States Northern Command (USNORTHCOM) assigned missions. As required the contractor will monitor the execution and support needs assigned to CONR-1 AF (AFNORTH/AFSPACE) within the Alaska NORAD Region and Canada NORAD Regions.

  • As a member of the CNO, shall support the Command with trained, cross functionally manned personnel, and is equipped to manage, track, and fuse operational information for the CONR-1 AF (AFNORTH/AFSPACE)/CC in-order to coordinate work across the headquarters and subordinate units to ensure operations are successfully executed while Command priorities are maintained.

  • Monitor, assess, plan and direct functions on behalf of the CONR-1 AF (AFNORTH/AFSPACE)/CC. Tasks include but are not limited to: Manage day to day CNOC battle rhythm, present and brief to CONR-1 AF (AFNORTH/AFSPACE)/CC and staff the Commander’s update and battle update briefs, information collection and dissemination central node for all operational information flowing in and out of CONR-1 AF (AFNORTH/AFSPACE).

  • Monitor situation, location, status, and actions of all assigned forces and known adversarial forces in the Area of Operation (AO)

  • Track and remain aware of force flow and deployment schedule, provide updated capability briefs as forces become available

  • Ensure operation displays and status of forces is accurately maintained

  • Receive orders and transmit orders; write, revise, update, and coordinate the release of orders within 24-hour operations horizon

  • Coordinate and track CCIRs, tasks, and RFIs assigned by the Commander and HHQ

  • Maintain expert knowledge of plans, orders, and force capability

  • Ensure close vertical and horizontal coordination with functional and service component commands for timely and effective information flow through direct coordination and SITREPs as required/directed

  • Timely total force accountability and force posture visibility for all AFFOR theatre force bed down locations

  • Shall have the ability to surge to support command contingencies (i.e. Homeland Defense and Defense Support of Civilian Authorities (DSCA) events.

  • Training may consist of the following:

    Attend conferences, symposiums, and training course/sessions as needed, Anti-Terrorism Training, Derivative Classification Training, Ancillary Training, Operations Security, Training in support of new or updated technology for the mission requirements, Crew Mission Ready Certification.

Qualifications

  • Experience comparable to an Air Officer with a military grade of O4/O5 have been used to meet this requirement.

  • Experience of greater than 2 years of persistent work within a NAF, HHQ, Joint Staff operations center (or equivalent) is highly desired.

  • Experience in the planning, execution, and sustainment of Defense in Support of Civil Authorities mission is highly desired.

  • Experience in the performance and conducting the Joint Planning Process, understanding, and performing Base/Wing level deployment, mobility and movements of personnel and equipment, familiarity/use of Global Force Management process and systems associated with deployment of forces, participation in the planning/execution of Combatant Command or higher-level exercises is all highly desired.

  • US Citizenship and have a DoD government security clearance TOP SECRET and Special Compartmented Information

  • Demonstrate skill in verbal and written communication.
