Salary Range: $110,000 - $145,000
SUMMARY:
DAWSON is seeking a Safety Manager to support our growing environmental team that is executing technical consulting work OCONUS. The Safety Manager is responsible for all aspects of occupational health and safety across contract operations. This position ensures compliance with EM 385-1-1, OSHA, and other applicable safety standards. The Safety Manager develops, implements, and enforces the Accident Prevention Plan (APP), conducts safety inspections, and provides Competent Person coverage for hazardous activities. The Safety Manager must be on-site whenever work is being performed.
JOB LOCATION:
Mobile role — must be on-site wherever work is being performed. High presence at Naval Base Guam (NBG) and Andersen AFB (AAFB).
Rotational visits to other DoD sites (Naval Hospital, NCTS Finegayan, Barrigada, DLA fuel pipeline, etc.).
RESPONSIBILITIES INCLUDE:
Develop and implement safety policies, including the APP.
Ensure compliance with EM 385-1-1 and OSHA safety requirements.
Conduct job hazard analyses and site safety inspections.
Deliver safety training to contractor staff and subcontractors.
Investigate incidents, track corrective actions, and prepare reports.
Serve as Competent Person for confined space, fall protection, and other high-risk activities.
REQUIRED QUALIFICATIONS:
Must have at least 5 years of safety management experience managing safety programs for multi-million-dollar federal or DoD service contracts with hazardous work environments (construction, facilities, base operations). Experience must include enforcing compliance with EM 385-1-1 and OSHA standards, developing Accident Prevention Plans (APPs), and providing Competent Person coverage for high-risk activities (fall protection, confined space, excavation).
OSHA 30-hour construction safety training.
Knowledge of EM 385-1-1 requirements.
U.S. citizenship; eligible for base access.
PREFERRED QUALIFICATIONS:
CSP or CHST certification.
Experience with Navy/USAF safety programs.
Prior safety management experience in Guam or Pacific theater.
