Budget Analyst Level III

Summary: This position to operate within Defense Agencies Initiative (DAI), as well as a systems background and familiarization with Procurement Integrated Enterprise Environment (PIEE), Program Budget Information System (PBIS), Defense Cash Accountability System, (DCAS), Global Combat Support System- Marine Corps (GCSS-MC) ADVANA Dormant Account Review Quarterly (DARQ), CERBERUS and Defense Travel System (DTS). In addition, the work includes an understanding of Department of the Army (DA) and Department of the Navy (DN) audit requirements and experience assisting in the response to audit testing and drafting standard operating procedures to institutionalize a climate of audit readiness and financial systems; Defense Agencies Initiative (DAI), CERBERUS (program name), and Global Combat Support System-Marine Corps (GCSS-MC) to generate purchase requests and allocate funding. Job Description

  • Use automated financial systems; Defense Agencies Initiative (DAI), CERBERUS, and Global Combat Support System- Marine Corps (GCSS-MC) to generate purchase requests and allocate funding to appropriate Performers
  • Assist the Government Lead with the review, update, and maintenance of the financial data necessary to track current and prior year acquisition program funding portfolios and monthly Organization and Operations (O&O) plans for all programs of record within the appropriate financial system. The contractor shall track actual performance in PM CBRN Defense & Fire Fighting Systems databases and other electronic end of the month
    budget execution reports to plan and update information
  • Operate within DTS, GFEBS, CCaRS, and STANFINS
  • Perform duties and meet deadlines with minimal supervision.

Qualifications

  • Secret Clearance
  • (8) years of experience performing a full range of budget functions, applying an expert knowledge of financial management and program principles (i.e., policies, procedures, concepts, standards, terminology, and business
    operation systems) to execute assignments and projects in a DoD financial resource management office
  • Possess a familiarization and working knowledge of the DOD Instruction (DODI) 5000.1 acquisition processes and execution of funding, including appropriations associated with an acquisition program (i.e., RDT&E; Procurement (PROC); and Operations and Maintenance (O&M))
  • Possess an understanding of Department of the Navy (DN) audit requirements and have experience assisting in the response to audit testing and drafting standard operating procedures of audit readiness
  • Possess an understanding of Department of the Army (DA) audit requirements and have experience assisting in the response to audit testing and drafting standard operating procedures to institutionalize a climate of audit readiness
  • Demonstrate skills in personal computing (e.g., spreadsheets, word processing, graphics, database management, communication packages, etc.), to include recent work in a DOD-relevant ERP financial system, such as GFEBS
  • Possess oral and written communication skills necessary to articulate information in a clear and concise manner, as well as strong organizational, interpersonal, analytical problem solving, leadership, and presentation skills
  • Demonstrate the ability to handle multiple, high priority projects with a keen attention to-detail
