JOB TITLE: Regional Construction Site Safety and Health Officer (SSHO) - Manager

SUMMARY:
As the Regional Construction Site Safety and Health Officer (SSHO), you will be responsible for overseeing and enforcing safety and health policies and procedures at construction sites in the CONS-West region. Working closely with project teams and subcontractors, you will ensure compliance with safety regulations and promote a culture of safety across all construction activities. Your leadership and expertise will contribute to the successful completion of projects with an unwavering commitment to the well-being of all personnel.
DUTIES AND RESPONSIBILITIES:
- Develop and implement site-specific safety and health plans (SSHP) for construction projects in compliance with federal, state, and local regulations.
- Conduct regular site inspections and audits to identify hazards, unsafe practices, and non-compliance with safety regulations.
- Provide safety training and orientation to all personnel working on construction sites, including subcontractors and visitors.
- Enforce safety rules and regulations, and take corrective action as necessary to mitigate risks and ensure compliance.
- Investigate accidents, incidents, and near misses, and prepare detailed reports with recommendations for preventive measures.
- Collaborate with project managers, superintendents, and subcontractors to develop and implement corrective actions and safety improvement initiatives.
- Review and approve subcontractors' safety plans and procedures to ensure alignment with project requirements and safety standards.
- Maintain accurate records of safety inspections, training sessions, incidents, and other safety-related activities.
- Monitor project activities to ensure proper use of personal protective equipment (PPE) and compliance with safety protocols.
- Stay informed about changes in safety regulations, industry standards, and best practices, and communicate updates to project teams.
- Participate in pre-construction meetings, project planning sessions, and safety committees to provide input on safety matters.
- Conduct safety meetings and toolbox talks to address specific hazards, safety concerns, and preventive measures.
Daily Duties:
- Conduct daily safety inspections of the construction site to identify hazards, unsafe conditions, and non-compliance with safety regulations.
- Monitor work activities to ensure compliance with project-specific safety plans, OSHA regulations, and industry best practices.
- Conduct safety meetings and toolbox talks with construction crews to discuss safety procedures, hazards awareness, and accident prevention.
- Investigate accidents, incidents, and near-misses to determine root causes and implement corrective actions to prevent recurrence.
- Review and approve subcontractor safety plans, work permits, and safety documentation to ensure alignment with project safety requirements.
- Provide safety guidance and assistance to subcontractors, construction teams, and project management to promote a culture of safety on the construction site.
- Document safety observations, inspections, and incidents using appropriate reporting tools and systems.
- Conduct safety training sessions for construction personnel on topics such as fall protection, hazard communication, and personal protective equipment (PPE) use.
- Coordinate emergency response procedures and drills to ensure readiness for potential emergencies or accidents on the construction site.
- Communicate safety updates, alerts, and reminders to all construction personnel through signage, bulletin boards, and other communication channels.
Weekly Duties:
- Review and update the site-specific safety plan and hazard assessment to address changing site conditions and project activities.
- Conduct weekly safety audits of construction activities and work areas to verify compliance with safety regulations and identify areas for improvement.
- Collaborate with subcontractors and construction teams to address safety deficiencies and implement corrective actions in a timely manner.
- Participate in weekly safety meetings with project management, subcontractors, and client representatives to discuss safety performance, concerns, and initiatives.
- Review safety-related reports, including incident reports, safety violations, and corrective action plans, to track trends and monitor the effectiveness of safety programs.
- Conduct job hazard analysis (JHA) and safety risk assessments for new tasks or activities to identify potential hazards and develop mitigation measures.
- Update safety training records and certifications for construction personnel to ensure compliance with regulatory requirements and project safety standards.
- Conduct safety equipment inspections and maintenance checks to ensure proper functioning and availability of safety devices and PPE.
- Coordinate with project management and subcontractors to address safety-related issues raised by regulatory agencies or client representatives during inspections or audits.
Monthly Duties:
- Compile monthly safety performance metrics, including leading and lagging indicators, to assess the effectiveness of safety programs and initiatives.
- Review and analyze incident and injury data to identify trends, root causes, and opportunities for improvement in safety performance.
- Develop and implement monthly safety training plans and schedules to address specific training needs and regulatory requirements.
- Conduct monthly safety reviews of subcontractor safety performance and adherence to safety requirements outlined in their contracts.
- Prepare monthly safety reports and presentations for project management and client representatives to communicate safety performance, initiatives, and achievements.
- Review and update emergency response plans, evacuation procedures, and first aid protocols based on lessons learned from safety incidents and drills.
- Coordinate with project management to conduct monthly safety walkthroughs with client representatives and regulatory agencies to demonstrate compliance with safety regulations and project requirements.
- Participate in monthly safety committee meetings to discuss safety concerns, initiatives, and opportunities for improving safety culture and performance on the construction site.
Key Performance Indicators:
- Compliance with Safety Regulations: Maintain a high level of compliance with federal, state, and local safety regulations on all construction sites.
- Incident Rate Reduction: Achieve a reduction in the frequency and severity of incidents, accidents, and near misses through proactive safety measures.
- Safety Training Effectiveness: Ensure all personnel receive appropriate safety training and demonstrate understanding of safety procedures.
- Timeliness of Incident Investigations: Conduct thorough and timely investigations of accidents, incidents, and near misses, and provide recommendations for preventive actions.
- Safety Culture Improvement: Foster a positive safety culture by promoting awareness, participation, and accountability among project teams and subcontractors.
SUPERVISORY RESPONSIBILITIES:
The Regional Construction SSHO may supervise a team of safety professionals, including site safety and health officers and safety coordinators, depending on the size and complexity of construction projects.
QUALIFICATIONS:
- Bachelor's degree in Occupational Health and Safety, Environmental Science, or related field (preferred)
- Certified Safety Professional (CSP) or equivalent certification (preferred)
- Minimum of 5 years of experience in construction safety management
- Thorough knowledge of OSHA regulations and construction safety standards
- Strong leadership and communication skills
- Ability to effectively train and educate personnel on safety procedures
- Proficiency in conducting safety inspections and incident investigations
- Experience with safety management systems and software
